A Portal in an active state has the following characteristics:
Can be edited and updated.
Can be configured and designed.
Can be published and unpublished.
Can be deactivated.
A Portal in an inactive state has the following characteristics:
Cannot be edited or updated.
Cannot be published.
All former settings and designs are kept.
Can be activated.
Can be deleted.

A published Portal can be viewed by the target audience. The green dot on the Portal tile indicates it is in the published state.
An unpublished Portal cannot be viewed by the target audience. The grey dot on the Portal tile indicates it is in the unpublished state.
Inactive Portals are automatically and cannot be published while in the "inactive" state.
