You can manually publish your Portal any time:
Click on the Portal on the dashboard to access the Portal designer.
Click "Publish" on the design panel.
Click on the published Portal to access the Portal designer.
Click the green arrow on the right side of the "Update" button to open the menu.
Click "Unpublish".
